Session Presenter - Maureen Kelly

Maureen Kelly is Franklin & Marshall College's director of safety and security. She leads a 16-member security staff, with plans for significant growth. In addition to overseeing the security of the college's community members and facilities, the safety and security staff works with Lancaster City Police in patrolling the local neighborhood.

Maureen has more than 26 years of experience in safety and security operations, including 22 years with the Philadelphia Police Department. When she left the police department in 1998, she was a lieutenant in the drug enforcement administration task force, where she managed federal, state and local law enforcement officers conducting significant investigations. She has also worked as a lieutenant in the homicide division, as a sergeant in several units throughout the city, and as an officer in undercover work.

After leaving the Philadelphia Police Department, Maureen was a captain for two years with an international police task force working with the United Nations mission in Bosnia and Herzegovina. While there, she helped to incorporate democratic policing into a society recovering from civil war.

Before becoming Franklin & Marshall College’s director of safety and security, Maureen was an associate director at the University of Pennsylvania supervising the delivery of services for victims of rape, violence, sexual violence, and hate crimes or ethnic intimidation.
